Related to #229: when writing a generic class/function that uses type parameters, the syntax is incorrectly highlighted. This syntax was introduced in 3.12 via [PEP 695](https://peps.python.org/pep-0695/).
Currently these are incorrectly scoped as attribute access (see attached screenshots). MVP to reproduce is simply
```python
class Foo[T]:
pass
```

從 PEP 695 範例開始，在支援的編輯器中使用 `class Foo[T]: pass` 重現問題。檢查將屬性存取 scopes 指派給型別參數語法的語法標示規則。當 PEP 695 形式取得適當的 scopes，且回歸問題已由專案現有的測試涵蓋（如果有），即表示完成。
