Description

The cowl has a new 10x gear reduction compared to M14, meaning we could maybe actually use it in our shooting. There's already something written for it in cowl_execute, (its just a PID loop), we'd just have to tune the PID.

Not entirely sure how we'd utilize the cowl angle during shooting atm but it would be a good idea to try to get it functional

Research direction

Start by reading the existing cowl_execute implementation and identify how its PID loop currently handles the cowl angle. Clarify how the angle should be used during shooting, then determine the tuning procedure and acceptance behavior for functional control. The issue is old and has no discussion or named entry point beyond cowl_execute.
