"array-like" table can't be natively annotated as enum

On hover over action param in my function I'd like to get annotation consistent with already existing annotation that i get if i hover over all in actions.all :

Start with the minimal Lua reproduction in the issue and trace how the @enum annotation on actions.all and the Action parameter are represented for hover. Compare that path with the existing alias behavior. Done means hovering the action parameter exposes the enum's string members consistently with the actions.all hover result.
