Description
When a chunk isn't available and the delay between current chunk and requested one, we must move the transcoder. Transcoder part is already supported.

Research direction
Start by locating the existing transcoder support and the code handling unavailable chunks and requested chunk delays. Trace how the current and requested chunks are compared, then define the movement behavior needed when a chunk is unavailable.
