Some routes seem to skip wsgi layer

This specifically happens with Flask-Restful.

api = Api(app)

Start by reproducing the Flask-Restful setup shown in the issue, focusing on the app.wsgi_app wrapper and the routes exposed through Api(app). Trace which routes do not pass through that wrapper. Done means the affected Flask-Restful routes consistently traverse the WSGI layer.
