The version match between the python used to create the whl file and the one belonging to the real virtualenv which the whl file installed into.

Start by reviewing the setup.py bdist_wheel workflow described in the issue and the linked wheel discussion. Determine what version relationship is expected between the Python used to build the wheel and the virtualenv that installs it; done means the expected behavior and any required change are clearly established.
