Get module load time down

Currently about 7 seconds, 80% compilation

The issue names no files, tests, or entry points. Begin by profiling module startup to separate compilation from other load costs, then trace the dominant path in PythonCall.jl. Done means reducing the roughly 7-second load time and addressing the reported 80% compilation share.
