import of pyarrow fails

I observe a very strange behaviour that pyimport fails on windows if it was installed via conda-forge. If it was installed via pip, everything works fine.

I've opened an [issue on conda-forge pyarrow](https://github.com/conda-forge/arrow-cpp-feedstock/issues/1176), but maybe someone here has an idea...

MWE:

julia> ENV["JULIA_PYTHONCALL_EXE"] = "C:\\ProgramData\\mambaforge\\envs\\pyarrow_conda\\python.exe"

julia> using PythonCall

julia> pyimport("pyarrow")

Start by reproducing the Windows MWE with the conda-forge Python executable and pyarrow, then inspect pyarrow\__init__.py:65 and PythonCall's src/concrete/import.jl:11, src/err.jl:10, and src/err.jl:94. Compare the conda-forge and pip installations; done means the reported conda-forge import either works or the supported limitation and required fix are established.
