Setup TravisCI

It might be a good idea to test using Blink (so that we can confirm that widgets actually show up and are interact-with-able). We do something similar with WebIO (though sometimes setting up Blink is a pain in a CI environment).

Start by locating the existing WebIO testing setup and any TravisCI configuration in the repository. Determine how Blink could run in CI, then verify that the CI job can confirm widgets appear and are interactive without introducing environment-specific failures.
