Julia Version 0.4.7-pre+1 ImportError - No module named site

Same environment works fine for python, ipython, jupyter.

P.S. Linux, compiled from source after git

Reproduce the issue with Julia 0.4.7-pre+1 and PyCall 1.6.2 by running `using PyCall`, after checking the listed package environment with `Pkg.status()`. Compare this with the same environment where python, ipython, and jupyter work. Done means explaining why PyCall cannot import `site` and confirming that `using PyCall` succeeds.
