[SPIKE] Only build for one node version

Apparently neon binaries are supposed to be portable across Node versions. Investigate how that would affect our build and release process, we may be able to cut down on the number of artifacts and builds significantly.

Start with the repository's build and release process and investigate the portability of the neon binaries across Node versions. Determine whether the current artifact and build matrix can be reduced, and document the resulting build and release changes needed.
