[SPIKE] Investigate new neon build process

`neon` is coming up with a new build/distribution process, the experimental example project is [here](https://github.com/dherman/sniff-bytes). Check it out and see if it will work to replace node-pre-gyp for us.

Start by reviewing the repository’s current node-pre-gyp build and distribution setup, then inspect the linked experimental neon example project. Compare the two processes for this NodeJS binding and document whether neon can replace node-pre-gyp, including the blockers or required follow-up work.
