Enhancement: Add IntelliTect Colors As Pattern

Create a new LED celebration pattern inspired by IntelliTect’s brand colors.

The pattern should use IntelliTect Blue (#1F70B9 / CRGB(31, 112, 185)) as the primary color, with white and black/off LEDs providing contrast. The animation could alternate blue and white across the rings, move outward from the center, and finish with a full IntelliTect Blue pulse.

Acceptance Criteria
Add a new CelebrationPattern implementation under sketch_esp8266/src/Patterns.
Use IntelliTect Blue as the primary color.
Include white highlights and black/off spacing for contrast.
Reset the animation when someoneJustScored is received.
Return true after the animation completes.
Register the pattern in Patterns.h and the celebration-pattern array.
Update NUM_PATTERNS.
Verify the pattern works in Wokwi or on the physical LED display without accessing LEDs outside the configured strip boundaries.
