Testing 10.23 doesn't complete reliably especially

The likelihood of failure appears to be greater when running the entire suite of tests.
It tends to run successfully in GitHub actions and when running just the test for Chapter 10 or just test 10.23.

Start by running test 10.23 alone, the Chapter 10 tests, and the full test suite to reproduce the reliability difference. Compare local results with GitHub Actions and trace the failure to its test or shared state. Done means test 10.23 completes reliably both alone and as part of the full suite.
