Identify workflows that reference or are triggered by other repos

When migrating repos from ADO to GitHub, ADO pipelines that reference other ADO repos or are triggered by other repos will need references updated.

Add a utility to find and list all instances where pipelines reference other repos.

Start with the Azure DevOps code-search API reference and the suggested `path:*.yml AND repo OR trigger` query. Determine how the utility should enumerate pipeline references and repository-trigger relationships; done means it lists every matching instance needed for migration.
