Support one-click hosted versions of the tutorial

In addition to the current local development setup, provide hosted execution support for convenience.

For the Python Jupyter notebooks, add CoLab and StudioLab links in the notebooks.

- This may "just work" for StudioLab, but needs testing and badge links need to be added.
- For CoLab, we need add the package install commands to the top of the notebooks.

The [itkwidgets examples](https://github.com/InsightSoftwareConsortium/itkwidgets/tree/main/examples/integrations) demonstrate how this can be done.

For the Extending the Toolkit and Creating WebAssembly tutorials, we could provide a VS Code interface with all the development tools pre-installed. This could be provided by adding a configuration [GitPod](https://github.com/gitpod-io/gitpod) and [GitHub CodeSpaces](https://docs.github.com/en/codespaces/overview).
