Add CI builds using GitHub Actions

The project was a nice step towards being able to report and explore ITK's performance on different tasks and across different versions. It would be worthwhile keeping this up-to-date, and possibly being able to integrated reports at least when new ITK versions are released.

Having a CI builds would ensure that the repository is functional whenever is needed.

Furthermore, the repository has currently a number of security advisory alerts:

Without CI builds, upgrading packages may require manually fixing any issues that may arise.

So it would be good to add CI builds to additionally ensure that package upgrades can be done safely:

Start with the linked GitHub Actions documentation and inspect the repository's existing JavaScript build and package setup. Define what the CI build must run and whether reports are included when new ITK versions are released. Done means the repository builds in GitHub Actions and package upgrades can be checked safely.
