Description
Water should flow into the grid from somewhere. However, at the moment there is no clear definition of where the water should come from, so we'll need to discuss how to approximate this.

Research direction
The issue does not name a file, test, or entry point. Begin by locating the grid and water-flow model in the Python code, then clarify where inflow should originate and how it should be approximated. Done means the source and approximation are agreed and the resulting behavior is defined.
