Description

We may want to consider a means to filter out repositories that should not go through the [GitHub archive process](https://docs.github.com/en/repositories/archiving-a-github-repository/archiving-repositories), i.e., they wouldn't be read-only, but perhaps aren't repositories that we want highlighted in the Catalog. This could be just a re-sort to push them to the end. Examples are no longer maintained projects that should still be searchable or new projects with limited content (this would be a temporary re-sort).
