Unified Animal Individual ID Framework

Just throwing something at the wall based on conversations that I've heard today

There are several that have shown interest in species individual identification - honeybees, beetles, and others have been brought up

We could make use of existing AI frameworks and/or develop our own foundational model that unifies individual ID work across species

This issue names no files, tests, or entry points. Start by documenting the requirements and surveying existing individual-identification approaches for honeybees, beetles, and other species. Done would require an agreed scope for a shared framework or foundational model, including the participating species and evaluation criteria.
