leading to test failure

Start with the system_tests/tests/public.snmprec controller and reproduce the intermittent failure using the logged OID. Compare the malformed record reported by lewis with the devSnmp PDU-MIB::pdu01Threshold1.0 error, then identify the cause of the failed GET. Done means the affected test completes without the broken-record or noSuchName errors.
