NIMROD: Potentiostat support

# Feature Description

As an instrument scientist, I would like my Metrohm Autolab Potentiostat to be accessible through IBEX.

## Explanation
The Device is already in use using manufacturer software. Scientists would like a block with some of the data the device provides so it can be saved into the nexus file.

- Device currently linked directly to DAE
- Relatively low priority as the existing set up is working (though higher priority than #8800 or #6095).
- A quick search suggests there is not existing EPICS community support (but I may have used the wrong keywords)
- Connection unknown, but manufacturer website suggests likely USB device
