windows 11 clone issues

The folloing issues need investigating before deploying clone further

# Noticed on MUX

- missing junction `c:\users\spudulike\Documents\utilities` -> `c:\utils` meaning end of run scripts cannot find programs like sleep and md5sum
- c:\utils is missing `sleep` and `md5sum`

These files are included in ibex EPICS so i can update paths in end_of_run for now

# Noticed on NDXEMMA-B

- in addition to missing utilities junction in Documents there was also no link to configurations for end_of_run scripts, hence no files were being archived
- the destination for the configuration junction in documents is `SECIDocuments\configurations` on the settings VHD but this is empty and does not contain any end of run scripts
