HIFI: Copy the Laser Client to the Git repo for VIs

As a user of the laser system I want the client which interacts with the laser system to be available long term, and so it should be in the git repo of remaining LabVIEW code for use in IBEX

- [ ] The VIs in `LabVIEW Modules\Instruments\HIFI\HIFI Laser` are added to the ibex_vis repo, along with any dependencies not already in there
