Use the Git repo VIs rather than those in LabVIEW Modules

As someone support IBEX and the use of certain VIs I want to start actually using them

### Acceptance Criteria
- [ ] Add the ibex_vis repo as a submodule of EPICS into an appropriate location
- [ ] Update the NIMATRO IOC to look at the new location for the VI
- [ ] Update the SCIMAG3D IOC to look at the new location for the VI
- [ ] Update the COUETTE IOC to look at the new location for the VI

### Notes
- #8238 has to be completed before undertaking this

Complete #8238 first, then inspect how EPICS currently locates LabVIEW Modules and where IOC configuration is maintained. Add the ibex_vis repository as an EPICS submodule, update the NIMATRO, SCIMAG3D, and COUETTE IOCs to use it, and verify each IOC resolves the VI from the new location.
