RIKEN: Display an anomaly on components of overview OPIs

As a RIKEN instrument scientist, I would like a quick way to determine whether or not all is well with the Front End.

The overview OPIs (Vacuum, magnet/PSU, summaries) already display states for error, warning, interlock, on/off, etc, but I would also like them to show whether or not a PSU/valve is _not_ at its setpoint, even if all other conditions are OK.

#### Acceptance Criteria
- OPIs indicate when OPI components are not at their setpoints
- Logic should be kept in the back end for this

Non vengono indicati file, test o punti di ingresso. Inizia individuando gli OPI di overview per Vacuum, magnet/PSU e summaries, quindi segui la loro logica esistente per errori, avvisi, interlock e stati on/off fino al back end; il lavoro è completo quando vengono indicati i componenti che non si trovano ai rispettivi setpoints, mentre le altre condizioni continuano a essere rappresentate.
