MOXA configurator: define deployment strategy

Relating to the "moxa configurator" utility which was implemented in https://github.com/ISISComputingGroup/IBEX/issues/7490, we should define what our deployment strategy looks like for it:
- Do we want this utility to run in a central place, or on individual machines which follow round the equipment
* Are there suitable machines that follow round the equipment, and if not, what do we want to do in those cases - add machines or run elsewhere or (?)
- Do we want to run it behind a reverse-proxy like nginx/apache/IIS (?) etc?
- What port(s) should the server run on in production

Initial short meeting between a few people to decide the approach, and then create tickets as necessary to implement it.

Start by reviewing the Moxa configurator utility from issue #7490 and gather the deployment context needed for the listed questions. The work is done when the team has agreed where it runs, whether it uses a reverse proxy, and which production ports apply, with follow-up implementation tickets created as necessary.
