Muon "RF": Amplifiers - Design

As someone using IBEX to read the amplifier cards I want to make sure that I can understand them

## Acceptance Criteria
- [ ] A design discussion is held with the scientists and appropriate others
- [ ] The design is documented as a specific item of SE on the appropriate wiki
- [ ] The design is agreed
- [ ] The ticket `Muon "RF": Amplifiers - Implementation` is created to ensure the enacting of the agreed design

## Notes
- These status of these amplifiers are read from MOXA ioLogik 12XX type devices, there is already an IOC for that interaction
- The interpretation of the amplifier data is what should be designed here
