Instrument Config Area: Move away from control-svcs

As a developer I find it annoying that I cannot make PRs on the config area like I can with other repositories and instead I have to merge them by hand, making reviews a bit frustrating.

- [ ] A meeting is had to decide where to move them to and what issues this might create
- [ ] They are moved

### Potential issues/questions
* The account on the instrument used for pushing will need to not have any access to other repos
* The data inside could be private
