Disconnected Galil Axes showing as permanently moving

As a POLREF scientist, I would like to not get my scripts stuck in a waiting state. Currently, when a disconnected axis is told to do a move, its state shows as permanently "moving" (without actually moving). This has previously stalled their scripts in a `waitfor_move` state after accidentally issuing a move to the wrong axis which they would like to avoid.

### Acceptance criteria
- Have a discussion whether the current way is the best way to handle disconnected axes
- If it is, communicate our reasoning to the POLREF scientists
- If it is not, decide and implement a solution / write a follow up ticket if this is a substantial change
