Galil 4XXX: Test using normal firmware

As a motion support engineer I want to be able to replace faulty galils without having to pay for the expensive ceramic firmware (if possible). To be able to do this we need to be able to talk to the galil 4XXX serial without having the ceramic software on.

## Acceptance Criteria
* There is a test bed set up with a Galil 4XXX with vanilla firmware and some axes (JN is organising)
* IBEX (and SECI?) are tested with this setup
* Results are written up
