Evaluate server file structure

As a support person I would like the server file structure to be logical and tidy. Currently there are some things in illogical places (e.g. the ISIS folder, dev tools like the IOC test framework being in support). There may also be items that are not used at all.

## Acceptance Criteria
* Make a list on this ticket of all the folders that need thinking about
* Discuss each folder and where it makes sense for them to be
* Document (in a readme) what the structure is and why (e.g. support contains all the files necessary to talk to devices)

Inizia facendo un inventario della struttura dei file del server, inclusa la cartella ISIS e il framework di test IOC attualmente menzionato in support. Elenca ogni cartella che deve essere esaminata, discuti la posizione appropriata e documenta la struttura finale e la motivazione in un README.
