Mercury ITC: try enabling flow control

The mercury seems to occasionally timeout and then start giving the previous reply to messages. The device supports flow control. so enabling this might help. Check manual, but the command may be:

SYS RS232 FLOW Xon/Xoff
```
This command would need to be sent early on and then the st.cmd told to put the serial port into xon/xoff mode.

Only caveat would be that if a "resume sending" character sent from the device were to get lost would it hang the ioc forever?
