InstrumentChecker: get_ioc_usage.bat should check device on the synoptic screen

As a developer I would like the configchecker or get_ioc_usage.bat in the config checker to check for device screens pointing at a certain IOC. This is because it is confusing if a screen is active but the associated IOC has been removed. The work in #6418 checked the `devices.xml` in the instrument settings, but we should also check the Synoptic View.
