SXD: Goniometer

As an SXD scientist, I need an OPI so that I can control the Goniometer.

#### Acceptance Criteria
1. The IBEX GUI must report the current settings of the Goniometer
1. Using the IBEX GUI, I can move the Goniometer to the desired orientation
1. I can use genie_python to move the Goniometer to the desired orientation

#### Notes
1. Check the SECI VI(s) used to control the Goniometers; replicate its (their) functionality (see #4488).
1. The Goniometer is driven by a McLennan controller.
1. The Goniometer is used in conjunction with the AttoCube.
* A McLennan stage for the rotation of the whole assembly
* A McLennan stage for the rotation of the sample assembly in an arc
* An AttoCube stage for the fine rotation of the sample (see #3854)
