Script Generator: Improve loading screen problem visibility

As a user of the script generator, if there is an issue that is preventing my script generator from loading I do not want to be presented only with the text "Loading...".

## Acceptance criteria:

- If the script generator fails to load Python for more than a certain amount of time then we display the following:
- Loading time displayed
- Links to the troubleshooting page on the user manual (which should, in turn, contain links of how to get help from the IBEX team through the correct channels
- We should also aim to improve the user documentation so it is as easy to troubleshoot problems as possible
- Display log in script generator (not on front page)

Notes:

- The script generator tries to repeatedly load the python side of itself, we should be able to count the number of times this has been attempted
