gateway startup issue

The gateway on imat-ucb-detct was started with an incorrect IP address, this meant it didn't work and killing gateway.exe was not enough as the IP address is determined prior to strating procserv.

get_isis_ip calls ipconfig, it may be this output was truncated?

Things to investigate:
- check get_isis_ip and see if issue/race condition with logic anywhere
- it may be better if procServ spawned a bat file and this launched gateway.exe then any termination of gateway.exe effectively regenerated parameters. This would also help if the machine epics security is changed as then killing gateway.exe would be enough to force a re-read
