Remote IOCs: archive data

This ticket is a sub-ticket of https://github.com/isiscomputinggroup/ibex/issues/3125

As a developer/scientist, I would like instrument archive data from remote IOCs to be available in the log plotter view of a client running on the NDX instrument control PC.

This is likely to be achieved by setting up and running an EPICS archiver on a central server (we can ask facilities IT for one). We will also need to point the GUI at this new central archiver.

Note:
- This should not be confused in any way with the isis data archives. It is the equivalent of the MySQL instrument archive, for remote IOCs.

Start with parent issue 3125 and the discussion linked from its comment. Determine how a central EPICS archiver could serve remote IOC data and how the client GUI currently selects an instrument archive. Done means remote IOC archive data is available in the log plotter on the NDX instrument control PC without confusing it with the ISIS data archives.
