Switching to a new config just after creation does not work

From manual system test 15-62:

If I create a new config, and when saving I answer "yes" to "switch to this new config now?", the config should switch, but it doesn't. The new config is saved correctly, but is not loaded. The server is left on the old config.

Start by reproducing manual system test 15-62: create a config, save it, and answer yes when asked to switch to it. Trace the config save and switch flow to determine why the server remains on the old config. Done means the new config is saved and loaded immediately, with the server using it.
