MUONS GEM: ITC Ramp Table

As a scientist on the muon instruments (and potentially on GEM) I want the functionality in the ITC Ramp Control.vi (part of itcapps) to be available within IBEX.

**Acceptance Criteria**
1. A sweep table can be sent to an ITC
1. A sweep can be stopped and started

**Notes**
1. It might be worth checking the VI for any hidden requirements of a technical nature
1. The VI was originally written for GEM, but was requested for use on MUSR during February 2019

Start by locating the ITC Ramp Control.vi in itcapps and reviewing how its functionality is represented within IBEX. Check the VI for the noted hidden technical requirements, then trace the relevant IBEX entry points; done means an ITC accepts a sweep table and a sweep can be stopped and started for the GEM and MUSR use cases.
