IOC: Clean up QEPro Sectrometer

As a developer and a user I would like the QEPro to conform to ISIS IOC standards and norms. The IOC generally works as tested in the NURF experiment. Specifically I would like:

* An emulator
* IOC Tests
* Adding the OPI to the opi_info.xml
* Finishing touches as specified in https://github.com/ISISComputingGroup/ibex_developers_manual/wiki/IOC-Finishing-Touches
* Propagation of alarms if the device is disconnected

Start with the QEPro IOC and its current behavior in the NURF experiment, then review the IOC-Finishing-Touches guidance and the opi_info.xml entry. Done means providing an emulator, IOC tests, the OPI registration, the requested finishing touches, and alarm propagation when the device is disconnected.
