MK3 Chopper IOC: implement recommended methods of reading and writing values

As a chopper control software developer, I would like to remove redundant code to improve maintainability and consistency, simplify documentation, aid in succession planning and staff training.

It is being strongly advised that we modify the IOC (**and VI**) to use the "get all" and "set all" commands to communicate with the chopper server. The background and reasons for this are explained in the attached document, but essentially they are to follow the development of the server software. The document also explains which particular methods are affected and which to use in their stead.

#### Acceptance Criteria
- Individual read/write methods are replaced with recommended 'combined' methods in both EPICS and LabVIEW drivers
