ITC/IPS: check if devices can handle higher scan rates

As an instrument scientist I would like the numbers from my devices to come back as frequently as the device will allow.

After a discussion with Gareth, these devices should be able to handle a higher scan rate than they are currently using (achieved by eliminating unnecessary waits in the comms protocol).

Notes:
- This ticket can only be done if we have access to the hardware
- We may be able to do this while setting up the magnet on ZOOM

The issue names ITC/IPS devices but no files, tests, or entry points; begin by locating their communications protocol code and confirming hardware access. Compare the current scan rate with the device-supported rate while setting up the ZOOM magnet, and consider the work complete when the devices return readings at a higher verified rate without unnecessary protocol waits.
