RIKEN Front End: Easy way to turn of all PSUs

As an instrument scientist on RIKEN I want to be able to turn all my Power Supply Units off with one button press.

**Acceptance Criteria**
1. There is a button somewhere in the UI that can be used to turn off all the PSUs (equivalent to stop motion in spangle banner?)
1. It is possible to do this as a single button press from LabVIEW as well

**Notes**
1. This might have to be a function within the db, which would allow it to be triggered by a PV

Start by locating the RIKEN Front End UI and the existing stop-motion action referenced in the issue. Then trace how a PSU command reaches LabVIEW and whether a database or PV entry point already exists; done means one UI press and one LabVIEW-triggered action reliably turn off all PSUs.
