Report Lakeshore 336 tuning status

As an instrument scientist, I want to see whether my autotune of the Lakeshore 336 is still running so that I know when I can start performing other operations.

The Lakeshore 336 protocol file already specifies a function `getTUNESTSUCCESS` for getting this value. All we'd need to do is add a PV and hook it up to an LED on the OPI.

Also don't forget to add an IOC Testing framework and emmulator but just for the autotune status.
