deployment: deploy streaming stack

We need to make sure that our streaming software is deployed to the streaming server.

This includes:
- `kdaectrl`
- `kdaediag`
- `event_aggregator`
- `event_udp_to_kafka`
- `filewriter` (once it is implemented)

Each of these pieces of software may have instrument-specific config files; we need a mechanism to define those config files and make the relevant software use them.

We want the installation steps of this software to be managed via ansible at the top-level.

首先定位顶层 Ansible 部署入口点，以及 kdaectrl、kdaediag、event_aggregator、event_udp_to_kafka 和 filewriter 的定义。跟踪当前如何表示或使用仪器专用配置（如果有的话）。完成标准是：列出的软件已通过 Ansible 安装到流服务器上，并且具有使用仪器专用配置文件的既定机制。
