deployment: deploy redpanda

We need to make redpanda run on the streaming machines.

See https://github.com/ISISComputingGroup/DataStreaming/issues/72#issuecomment-4777078257 and https://github.com/ISISComputingGroup/DataStreaming/issues/75#issuecomment-4966719561 for some considerations.

However we choose to do it in the end (e.g. container or not), the installation steps should be triggered via ansible.

Start by reading the linked discussion in issues 72 and 75, then inspect the repository's Ansible deployment configuration and the streaming-machine entry points. Resolve the container versus non-container approach, and consider the work done when Redpanda runs on the streaming machines and its installation is triggered through Ansible.
