forwarder_configurer: forward INSTETC run metadata

follows on from https://github.com/ISISComputingGroup/DataStreaming/issues/64

we need to [configure the forwarder](https://github.com/ISISComputingGroup/kafka_forwarder_configurer) to forward title, users etc. so the forwarder streams them.

This also relies on https://github.com/ISISComputingGroup/DataStreaming/issues/44

Start by reading DataStreaming issues 64 and 44, then inspect the linked kafka_forwarder_configurer project to find its forwarding configuration entry point. Done means the forwarder streams INSTETC run metadata such as the title and users; confirm the required metadata is included in the resulting stream.
