`genie`: dae implementation

we shuold write a dae implementation - https://github.com/ISISComputingGroup/genie/blob/main/src/genie_python/genie_dae.py is for the current system. we also need a way of switching between the two and/or making it persistent per instrument.

for now probably most of the stuff we haven't implemented can just `raise NotImplementedError` but we should spin off tickets for things that this is the case for so we don't forget them.

some stuff just won't make sense to carry over - in this case just make them return None probably.

Start by reading the current implementation in src/genie_python/genie_dae.py. Identify the DAE behavior that must carry over, then define how switching and per-instrument persistence should work. Done means the new implementation covers the agreed scope, explicitly handles unsupported behavior, and records follow-up tickets for omitted functionality.
