[suggestion] Add mirrors of Tor's download link

There is a DNS pollution for https://torproject.org in China so Tor can't be download automatically.
But not for some mirrors, such as https://tor.eff.org/ and https://www.theonionrouter.com .

No file, test, or entry point is named in the issue. Start by locating the existing automatic Tor download handling, then check how the listed mirrors could be incorporated; done means Tor can be downloaded automatically when torproject.org is unreachable.
